Seconding everything Maria Ryabov stated on a Tuesday in November, 2022.

It is a Tuesday and we pulled up to the bridge at 3:43 PM expecting an opening at 3:45 PM. At 3:50 PM we radioed the bridge master to be told 4:15 PM will be the next opening.

Language is means for communication. If a posted sign states What is the point of having a posted sign that states "… open on the quarter and three-quarter-hour." The sign should state below "subject to bridge master's nap schedule" as we visible saw him awake when we radioed in at 10-till.
