It’s currently 25 after nine in the morning, and the staff who is supposed to be here at 8 o’clock have still not arrived. I will now have to cancel my days travel because I will not be able to arrive at my destinations in the daytime.

Anchorage Review for Cayo Guillermo NW

The Guarda want you to clear in at the marina (you can go by dinghy if you wish as the channel in is unmarked, or use the waypoints I provided in Cuba Bound, max draft 5.5 feet and only if there is no swell) after which you are free to dinghy, explore the smaller cays, snorkel or hang out on the large and generally vacant beach on the north side of the western tip. This beach is a favourite of local Cubans, as it's not frequented by tourists from the nearby resorts.
This anchorage is often visited by local fishermen, with whom you can trade for lobster or fresh fish. Be advised however, there are large sharks in the area - I've seen the fishermen bring up a 9 foot hammerhead in their nets here - so snorkel with care.
